``De’an and family, we are saddened to hear of Phil’s passing. He always had a warm welcome when we would see him and we loved our brief chats. Our family had talked many times about having you folks over and chatting and reminiscing about the Kilby family and listening to Phil’s stories. Let this be a lesson to us all to never put things off! Phil will be missed, we are sorry for your loss.

Deepest condolences for Phillips passing. We worked together at ATF Washington headquarters in the early 1980s. He was a gentleman and the right leader for ATF during those times. He was both a leader and a friend. He will be missed but always remembered. Prayers for him and his family.

Q: What was one of your favorite qualities of Phillip?
A: Phil and I shared a love for Brittany bird dogs and grouse hunting. The 13 years I have known Phil he was a great and loyal guy. He will be greatly missed.

Dearest Ala Sue, so sorry to learn of Phil’s passing. I feel fortunate to have grown up next door to the your family on Orchard Street and have such fond memories. Phil was one of my early heroes and always will be. My heart goes out to the entire McGuire family. Sharing your sadness.

Phil was a dear friend. We had been friends for over 30 years. Excepting during Covid, we had spend at least a week each year for the past 25 years Grouse hunting together in Blackduck, Minnesota. He excelled at training bird dogs and grouse hunting. His cabin near Blackduck was frequently a gathering place for local hunters and friends to share stories and food.
He was known as a giving individual always willing to give a helping hand and support those in need. He had many, many friends around the country.
His career at ATF was exceptional. His leadership skills helped get ATF through some rough times. He was known as a compassionate but strong leader who could easily communicate with individuals from all walks of life.
He was a very good man and friend and
I will miss him.

Growing up in Boone, I knew Phil as a neighbor, classmate, and friend. He love his family and served in the federal government with distinction. He was always caring and supportive of my family and we are forever grateful. Godspeed Phil, You are missed.

Phil, my mother, Reba Randall, and Treva Moretz were best friends in high school. My mother and Treva always had wonderful stories to share about their antics together. My mother passed away December 24, 2023 and when Phil came to the visitation, we once again laughed about their time together in those high school days. Over the years before my dad, Grady, passed away, Phil would come down to their house in Triplett and they always came up with stories that brought much laughter. I'll always remember those times when he was there with fondness and a smile.

I only knew Phil in his retirement. I traveled a with him a bit. We were in many BBQ places talking about the great outdoors and in the great outdoors talking about BBQ. He was a great friend! Bob Ellis

Phil is on my short list of male heroes. He championed me at a time when I needed a strong, genuine male role model. I grew to respect and admire his love for his family and community. He was modest, kind, protective, and demonstrated generosity of spirit. The smell of strong coffee and fireplace smoke will always remind me of his frequent visits to his mother’s home, where our friendship began. Eternally grateful for his guidance, love, and protection. He remains one of the original “BOONE Drug Bad Boys”, and one of the very best good guys. I never stopped nagging him for his FBI t-shirt. The world feels less without him, but better for his presence—the mark of a life well-lived!
